Cannabis Awareness - Sensibilisation au cannabis 1 The New Brunswick Police Association plays an essential role in promoting safety and informing the public on challenges that we all face as citizens of New Brunswick. As Premier, I congratulate its members in publishing their 32nd Annual Crime Prevention Guide and I thank them for their continued contribution to crime prevention and public safety. As it has been over a year since Canada moved to legally regulate cannabis for recreational use, it is timely that this year's guide focuses on Cannabis Awareness. In its decisions, actions and legislations, Government continues to prioritize public health education and awareness. Stakeholders continue to learn how to work with the implications of the new legislation by improving road safety through deterring individuals from operating a vehicle while impaired, by assisting law enforcement agencies in building additional capacity to detect and investigate impaired drivers through the use of detection and investigative tools, and by protecting the health and safety of our youth through the establishment of serious criminal penalties for those who sell or provide cannabis to youths or use youths to commit a cannabis related offence. Cannabis use is a personal choice. I continue to urge New Brunswickers, should they choose to consume, to take the legal route and to use it responsibly, reducing risks for themselves and others. Working together is the only way we will succeed in keeping our province safe, healthy and prosperous. It is in this spirit of collaboration that the New Brunswick Police Association has been successful at publishing now its 32nd Annual Crime Prevention Guide. I wish them great success and longevity. L'Association des policiers du Nouveau-Brunswick contribue de façon importante à promouvoir Ia sécurité et à informer le public sur les difficultés que nous rencontrons en tant que citoyens et citoyennes du Nouveau-Brunswick. À titre de premier ministre, je tiens à féliciter ses membres d'avoir publié leur 32e Guide annuel de Ia prévention du crime et à les remercier de leur collaboration à l'égard de Ia prévention du crime et de Ia sécurité publique. II s'est écoulé plus d'une année depuis que le Canada a décidé de légaliser et réglementer le cannabis à des fins récréatives. II est opportun que le guide de cette année se concentre sur Ia sensibilisation au cannabis. Dans toutes ses décisions, ses mesures et ses lois, le gouvernement continue d'accorder Ia priorité à l'éducation et à Ia sensibilisation relative à Ia santé publique. Les parties prenantes continuent de s'adapter aux implications de Ia nouvelle loi ; d'améliorer Ia sécurité routière en dissuadant les gens de conduire leur véhicule avec les facultés affaiblies, d'aider les organismes d'application de Ia loi à accroître leurs compétences afin de dépister et d'enquêter sur les conducteurs sous l'influence grâce aux outils de détection et d'investigation, et de protéger Ia santé et Ia sécurité de nos jeunes par l'imposition d'importantes sanctions pénales aux personnes qui leur vendent ou leur fournissent du cannabis ou qui les utilisent pour commettre une infraction liée au cannabis. La consommation de cannabis demeure un choix personnel. Je continue à inciter les gens du NouveauBrunswick, qui choisissent d'en consommer, de le faire en respectant Ia loi et de façon responsable, afin de réduire les risques pour eux-mêmes et pour les autres. Toutefois, nous ne réussirons que si nous travaillons ensemble afin de maintenir Ia sécurité, Ia santé et Ia prospérité de notre province. C'est dans cette optique de collaboration que l'Association des policiers du NouveauBrunswick a publié leur 32e Guide annuel de Ia prévention du crime. Je leur souhaite beaucoup de succès pour les années à venir.

Cannabis Awareness - Sensibilisation au cannabis 11 The Bathurst Police Force reached out to children from the two local middle schools (Grades 6, 7, 8) to submit a video explaining why they should be considered to win the Chief for a Day Contest. The winner attended a city meeting with the mayor, provided a morning briefing to officers, assisted/supervised a scheduled roadblock, amongst other duties. (Sgt. Andrew Collins, Deputy Chief Andre Comeau, Chief Ernest Boudreau, Executive Assistant Anne-Marie Russell, Deputy Chief Stephane Roy and winner from Superior Middle School) La Force policière de Bathurst ont contacté les enfants des écoles locales (6e, 7 e et 8 e années) pour soumettre un vidéo expliquant pourquoi ils devraient être considérés comme gagnant du concours Chef d’un jour. We have been adapting to the vision and reorganization of our new Police Chief, Roger Brown, which has resulted in a completely new personnel chart, new sections and new positions. We have also enjoyed the addition of our new K9 dog named Brutus, who is Cst. Alli Yerxa’s second pup after the retirement of PSD Endzo. During 2019, we have had our complement become fully staffed for the first time in several years. This has allowed us to put better resources into major investigations, put more members on patrols and become more involved in community activities. This is indicative from our seniors’ academy, pre-school visits and Cops for Kids camp. As we proceed through this rebuilding phase, all members of our police force are looking forward to serving our community, investigating crime, making the city safe and enjoyable for all citizens Sgt. Chase, who had served with the MPF for eight years, became very sick and had to be put to sleep. He is missed each and every day, not only by his handler, Cst. Robb Costello, one of the officers killed while responding to a shooting at a Brookside Drive apartment complex in August, 2018. (Fredericton Police Force/Twitter) A housing unit for adults with mental illness set to open in Fredericton in the new year will be named after one of the police officers killed in a shooting last year. Costello House will be run by the non-profit New Brunswick Community Residences and is named after Const. Robb Costello, one of the officers who responded to a shooting at a Brookside Drive apartment complex on Aug. 10, 2018. He died that day along with Const. Sarah Burns and two civilians, Donnie Robichaud and Bobbie Lee Wright. Costello's partner, Jackie McLean, chairs the board of the non-profit and said that while Costello deserves the honour, he would probably feel self-conscious receiving it. "He would say he didn't deserve the attention, that, you know, name it after somebody who is more important than he is," McLean said. "I don't think that he knew how important he was to so many people and the community." 'A lovely environment' Costello House will have six beds and be for people recently released from the hospital. Stephanie Brewer, the executive director of New Brunswick Community Residences, said the home will be on the north side of the city and cater to adults with a variety of mental illnesses. "It could be any type of mental health, mental illness or emotional difficulties that somebody might be experiencing," said Brewer. "A lot of our clients may be suffering from schizophrenia, obsessive compulsive disorder, anxiety disorders, depression and the list goes on." McLean said the home, which will be one of four owned by the non-profit in the city, will have a "homey" vibe. She said this is important to people entering the home from an institution like a hospital. "The most important thing for us is that these people have a home, not an institution or not something that's clinical and cold," said McLean. "It's a really lovely environment and we're really proud of how it's turned out." Brewer said the building still needs a few things to make it feel like a home, and she's hoping for donations from the community. "We need bedroom furnishings for six bedrooms, living-room furnishings for two living areas, kitchen equipment," said Brewer. "For these individuals to have the stability of a home and those supports meant that Rob wouldn't have to necessarily deal with them through his work professionally, because a lot of their needs were already met." McLean said she thinks society has a long way to go in how it treats people with mental illnesses. She said that after her partner died, she was diagnosed with posttraumatic stress disorder and anxiety. "There is stigma attached to that," said McLean. "A lot of people don't understand it and mental illness is not a choice and because it's an invisible condition people assume that you're OK." A tragedy that 'could have been avoided' McLean said the ultimate goal is to open another three facilities over the next decade and have them named after the other three victims of the shootings. While she doesn't want to make a direct connection, she believes mental health played a role in the death of her partner. "I feel that while we don't know exactly why this tragedy occurred, I feel like it's highly likely that there is a mental health component involved," said McLean.
